Just watched episode 8 again and realized....rust is called the tax man (we all know why). How funny is it that tax forms ultimately lead the detectives to the killer?

So I set up my base right on the the edge of The Border Zone near The Swamp. For whatever reason though some Samurai's form the UC showed up demanding Tax. Is this normal? I didn't think I was any where near them. Also does someone always come to demand taxes or is it just in the more populated areas?

AFAIK (not a kenshi pro by any means) you'll only get bugged by nations if you build in what they consider their territory. Why you're getting that in the border zone/swamp I couldn't say, maybe your base technically extends to a 3rd area if you are near the corner of 3? You can use shift+f12 to check the radius of your base, there will be a large statue in the center and a white ring showing the area that is considered yours.

I've settled in the cannibal plains previously and nobody tried to tax me there. Unless you count the cannibals trying to extract a tax of meat.
